What a magnificent view that allows one to experience the lively metropolis of Niigata.

At the time of writing 'toki messe' is said to be the tallest building in Niigata. You can get to the 31st floor in the dedicated lift at the ground floor. A fee is charged for the parking only. No entrance fee. At the observation deck you'll be able to see almost 360 view of Niigata, including the harbour and airport. imo its best to be at the top in the late afternoon and to be there untill dark to see the city lights. There is also a restaurant and a souvenir shop at the deck. They dont allow food from outside. Lavatory facilities are also provided at the observation deck.

Much better view on a sunny day, 360/Panorama view at the 31st floor. Free of charge and you can go from 9am-21:30pm. The longest river of Japan, Shinano River. can be seen from the observatory.

Free observation deck with a coffee shop. Nice place to relax and enjoy the view.

At Toki Messe there is Nikko Niigata Hotel. Choose a high floor, corner room, facing the Shimano river has a spectacular view!
